Ken Rolston had this idea of a city built on the edge of a huge escarpment so that the city was split. We thought it would be cool to have some kind of wild mechanisms that allowed the barges to be raised and lowered to the different levels. The upper area was to be more affluent so I made it like a like venice type area.
